A Nominating Contract lets you choose one player from a list of eligible players and sign them. The game puts it as "Use a Nominating Contract to sign a specific player." The result is not random: the player you nominate is the player you get.
A Nominating Contract screen: Ends in, No. of players and the Nominating Contract button
The contract you need depends on the player’s ★ rank. Hold a Nominating Contract of that rank or above and you can sign the player.
5★, 4★ and 3★ Nominating Contracts
★
Typical players
5★
The headline players of the list, with the highest Overall Rating. The ones to take first
4★
Players just below the headliners. Depending on position and playing style, many of them become regular starters
3★
Cards for training material or for covering a specific position
Higher-ranked players tend to have higher stats and are rarer, and they need a higher-ranked contract. The rank is set per player, even within the same list, so check it before you sign.
How to get Nominating Contracts
Nominating Contracts come mainly as event rewards, and the sources change with each event. A Tour Event, for example, can list a 4★ Nominating Contract in its Rewards, next to GP and position tokens. Which ranks you can get, and how many, varies from period to period.

Current Nominating Contracts
Every player in the contracts running now, with the ★ rank they need and their Overall Rating at max level. The game shows the same: the displayed Overall Ratings are the highest possible Ratings of the players. The letter on each card is our rating:
How the rating is decided
SS Top 5 by Overall Rating in either the position or the playing-style ranking
S Outside the top 5, but a max Overall Rating of 100 or more
From the contracts running now, these are our picks at each rank, chosen on Overall Rating and on how rare the position is. Then pick for the gaps in your own squad.
